Notes of the meeting held at the BSA Village Hall on Monday 4 February
2019.
Present were Mr M Spencer, Ms M Vahl, Mrs A Brooks, Mr D Wolsey and 5
members of the public
Apologies for absence: , Mr J Scott
Minutes: The notes of the meeting held on Monday 3 December 2018 were
agreed as a true record.
Matters arising:
Quotes are to be obtained by AB for the necessary work for the chestnut tree
in the paddock.
Precept is being increased to £2,500 to include the fee for the forthcoming
PC election including £500 if contested). At present there are vacancies for
two councillors and the recruitment for one clerk.
Chairman's remarks: These were covered by the agenda items.
Correspondence: Mr Spencer reported on the Neighbourhood Development
Plan (NDP) issues. He has written to 6 bodies regarding our issues. Results
are not forthcoming. MS will make an overview of what has been done and
responses to date.
Accounts Statement 2018/19: There is one invoice still outstanding, but this
will be chased up as we need to finalise the paperwork for the grant we
received for the footpath.
Precept for 2019: has been increased to £2,500 to include election fees (see
matters arising).
Councillor and Clerk retirements: with two councillors standing down two
new councillors need to be elected. The clerk position would need to be
advertise, possibly through LALC and Village Venture.
Planning application land off Back Lane: the current situation regarding
the planning process and the number of objections to it were discussed. The
process is delayed as the conservation officer’s report is not yet available.
The procedure could be decided through delegation or can go for the
committee. MS to approach Roger Pattison to urge him to call the decision for
the committee. In tis case one member of the public will get a two minutes to
make a case. The meeting is open for t he public.
MS showed a brick of the material and colour that is proposed in the
application.

Traffic: new check speed signs have been installed through Lincolnshire
Road Safety Partnership at a cost of £40. Potholes are still an issue on the
B1398. Requests for a mobile unit for speed checking are unlikely to be
successful as we are not an high risk area for accidents.
BSA Village Hall: Mr Spencer said an architect had been appointed to design
a scheme for new toilets and kitchen unit.
Brattleby Web Site: Ms Vahl. reported that the site was running smoothly.
St Cuthbert’s Church Report: a potential new church warden has come
forward. The report by Mr Spencer in the Village Venture about the Church
has not resulted in any comments from the PCC.
Items for the next meeting: No new items.
Any Other Business:
Mr M Spencer was quoted by Simon Smoothie from the Environmental
Agency as very appreciative of the work done regarding the sweeping of
leaves and clearing paths. They did go the extra mile!
The Flood Dyke has been cleared and with Mr R Doyle’s help drain pipes
were blocked off that flooded land around Corner cottage in the past. Many
thanks for Mr R Doyle;s help.
Mr M Spencer has been given a pump that might fit with the (ornamental) well
that will be reinstated time permitting.
Date of the next meeting: Monday 1 April 2019 at BSA Village Hall (main
hall) in Aisthorpe at 7pm.
