Annual General Meeting
Notes of the AGM held at the BSA Village Hall on Monday 17th June 2019
at 7p.m.
Present were :Mr. M. Spencer, Mr. J. Scott, Mr. R Doyle and one member
of the public.
The Chairman welcomed new Councillor Doyle and New Clerk Mrs. L.
Doyle to the meeting.
Apologies for absence: There were no apologies for absence.
Election of Councillors: Mr. M. Spencer was proposed as Chairman by
Mr. J. Scott and seconded by Mr. R. Doyle. Mr. J. Scott was proposed as
Vice Chairman by Mr. M. Spencer and seconded by Mr. R. Doyle.
Appointment of officers and allocation of responsibilities:
Mr. Spencer proposed that Mr. Doyle take over the speed signs and
defibrillator and this was accepted.
The Clerk was to become the Responsible Financial Officer and Mr. Scott
to become the new Internal Auditor.
The position of Tree Warden was to be discussed at a later date as at
present there was no one to take this post.
Mr. Scott is to become the Data Protection Officer.
Co-option: A resident had offered to be co-opted as a Councillor. Mr
Spencer to check the procedure for this with LALC.
Notes of meeting held on Monday 1st April 2019 and Tuesday 30th
April 2019: These were read and agreed as a true record.
Matters arising: Mr. Spencer had written to the Minister for Localism
regarding planning issues but to date had not received a reply.
A flyer is to be included with the next Village Venture Magazine
regarding the co-opting of up to two more residents to the Parish
Council. Information is to be sought from the Returning Officer as to
whether a special notice is needed for this.
Potholes on Back Lane have been reported to the Highways Dept. again.
The culvert on Brattleby Hill needs to be cleared of silt and dug out to
keep it well maintained, Mr. Spencer will make enquiries with local
farmer to see if this can be arranged.
Chairman’s remarks: These were all covered in the agenda.
Correspondence: There was no correspondence.
Annual Parish Meeting: This was held on Tuesday 14th May 2019 at
the BSA Village Hall.
Final accounts statement and review: Mr. Scott reported that finances
were all well and healthy and he had completed all necessary
paperwork. This is available for anyone to look at and it will be
published on the Brattleby Website.
Accounts statement 2019/20: The annual precept of £2,500 has been
received and we have a healthy balance of £7,027.
Insurance renewal: Mr. Scott had used a broker for quotes and had
been quoted by Came & Co a price of £368 compared to £356 the year
before. It was agreed to accept this.
Planning application 138812 off Back Lane: Despite the number of
objections and the Council’s representations at the WLDC Planning
Committee meeting the revised application was passed.
Neighbourhood Development Plan: In light of the above approval it
was concluded that WLDC were not using the Neighbourhood Plan as
originally intended. Mr Spencer said he had spoken to various agencies
who were unable or unwilling to help.
The central Lincolnshire local plan is being reviewed again and has
published information on their website. It was suggested that everyone
read it as existing Neighbourhood Plans may need to be revised.
Condition and risk assessment: The commemorative tree in the
paddock needs to be pruned – Mr. Spencer will do this.
The Neighbourhood Watch signs need cleaning – Mr. Doyle to do this.
Repairs to the church noticeboard have been taken on by the
Churchwarden’s husband and it has been removed to do this.
The church gate needs weedkiller around it – Mr. Scott to do this.
The church gate and bottom of the lamppost need painting – Mr. Doyle
to do this.
Paddock wall: The company responsible for the damage had been
contacted but to no avail. Mr. Spencer will ask a local contractor to
repair it and we will try sending the bill to the said company.
BSA Village Hall: There is to be a complete redesign of the village hall
with disabled toilet and a foldaway kitchen. Mr. Spencer has the new
plans if anyone wishes to see them.
The hall is very busy with bookings, the Railway club and the Radio club
help considerably to keep it going.
Brattleby Website: Ms. Vahl is to continue with this for the time being.
St. Cuthbert’s Church: Mr Spencer reported that, in view of a number
of recent resignations, the future of the St Cuthbert Church Committee
was uncertain. It was considered important to seek advice relating to
the Charity Commission and to the safeguarding of funds already raised.
The new churchwarden was now dealing with the day to day running of
the church.
Further quotes for the plaster repairs were being obtained.
Items to be included at the next meeting: None.
AOB: Mr. Doyle asked about the large amount of illegal fly tipping of
asbestos and hazardous waste on the local landowner’s land adjacent to
the fishing lake/reservoir. Mr. Spencer stated that the landowner had
been informed. It was felt that advice was needed from the necessary
agencies regarding this issue of hazardous waste on private land. Mr.
Spencer will contact WLDC.
The same landowner had also been contacted regarding the problem of
Japanese Knotweed that once again had appeared on land immediately
over the stone wall on the main road. The Parish Council has been
informed that the gamekeeper will deal with the weedkilling. At present
it has only been knocked to the ground which is not acceptable.
A local contractor is to dig out the land by Slated Cottages to see if it is
possible to site an old water pump over the well there.
